Project Management / Employers Agent

From feasibility studies to bid support and handover, we provide a wide range of complementary services to support our clients’ requirements at the critical stages of their development projects.

Feasibility studies

We assist our clients in the preparation of a feasibility study, pulling in the design team where necessary to provide a quick and reliable guide to the value of the scheme. The study will often include an outline programme based our knowledge and understanding of the project and current market conditions. We will also, if required through our cost consultancy service, feed into the outline costs.

Bid support

Where our clients are bidding for work we will provide the support and expertise that will go into their bid submission relating to project management elements.

Team selection

Often the team is assembled by our clients and we offer support in the setting out of the design responsibilities among the team, establish their appointments and advise our clients on the design teams experience and professional indemnity. On occasions where the team is not assembled, we will assist our client in the selection progress, setting out the appointment requirements, holding interviews and giving our recommendations.

Appointment documentation

We will work with our clients, their teams and their legal advisors to set out and agree consultant appointments, novation agreements and building contracts.

Programme review

We will provide clients with an outline programme to completion based on the initial information available for the project. We consider it important to look at the project as a whole and then break it back into work sections. Following this method, in our opinion, means we are always aware of the desired result.

Financial close

Working in conjunction with our client and their legal team, we provide input, advice and support getting all documentation in place to reach Financial Close. This role can encompass detailing with and informing the fund monitor; agreeing contract conditions with the legal teams and liaising with the design team on appointments and responsibilities.

Contract administration

The tasks as contract administrator will involve monitoring progress on site, monitoring design development against the employers’ requirements, chairing progress meetings and liaising with and ensure the terms and conditions our client has entered into with a fund are met.

Project handover

In conjunction with the contractor, design team, client and monitoring surveyor, manage the successful completion of the works and handover to the end user. This will involve ensuring that testing and commissioning inspections and handovers take place with the relevant people, issuing contract certificates and undertaking final inspections.

Post completion management.

We will work with our clients and the end users of the building to manage any snagging or defects that occur and impact on their use of the building. We facilitate the exchange of information between the end user and the after care team for the contractor, deal with post completion defects and once all snagging and defects raised are completed we will issue sign off certification.

Monitoring

We assist customers with fund monitoring to support finance partners assessing viability and competence. We also provide quality monitoring services to achieve full compliance with best practice and to expedite practical completion.

Fund monitoring

In this role we will act for a fund or lending institution to carry out an initial report on the viability of the scheme, the robustness of the design and costs and the competence of the developer and their assembled team. When a project goes ahead, we will undertake regular inspections and attend progress meetings, review design development and post tender information and advise on drawdown requests.

Quality monitoring

Where we are appointed to carry out a quality monitoring service, we will start with a review of the design information and specification. We will review best practice guidelines and supplier recommendations on how to install and where a product should be used. When the works are on site, we will carry out regular site inspections and provide a regular report to the client or project manager highlighting where we consider the contractor has deviated for the best practice/suppliers recommendations. Towards the end of a project we will also undertake defects inspections (snagging lists) which are normally added to the contractor’s own lists to highlight what needs to be done to reach practical completion.

Building Surveying

We provide a comprehensive range of surveying services to support key property investment interests from pre-acquisition, to due-diligence and insurance assessments.

Pre-acquisition surveys

This is the production of a detailed condition survey of the building for a client who intends to purchase or take a long lease out on the property. Within the survey we will note the construction and condition of the building, highlight defects and provide recommendations to our clients on the likely costs that would be associated with the repair or upkeep of the property. Our report will be there to give our clients all the information they need to make an informed decision whether to proceed with the purchase/lease of the property.

Due diligence

Where clients are looking to purchase a portfolio of properties, we offer technical due diligence services. We will undertake an inspection of the properties and review all of the relevant information provided or accessed via a data vault. We will provide our assessment of the properties and advise of any risks, along with possible remedial measures required, should our client proceed with the purchase.

Dilapidations

We act for both landlord and tenant in the assessment and negotiation of a dilapidations and wants of repair claim.

Schedule of condition

A Schedule of Condition is generally required to attach to a proposed lease or record the condition of a building or buildings prior to construction works. We do this by carrying out a site inspection and recording any defects both in written and picture format.

Reinstatement cost assessments

The assessment of the cost to reinstate a building in the event of damage or destruction if required for insurance purposes.

Access audits

This is an audit of an existing building to review how easy it is to find the building, get to it via public transport, enter, move around and function within the building, such as use the toilets and move between floors, and exit the building safely.

Defect diagnosis

As opposed to a full survey of a building, defects diagnosis is the request to look at a specific problem within the building and identify the remedy. The investigation will include a physical inspection as well as a detailed review of the construction information. This often leads to the assessment if the defect is a latent or patent defect.

Contract Administration

We have many years of combined expert contract administration experience. This with our practical in-depth knowledge of building regulations and legislation aids our clients to deliver complex development schemes on time and within budget.

Prepare budget costs

Budget costs can be prepared at various stages throughout the design stages. As the design develops, the level of detailed costing develops as well.

Provide advice on outline requirements

This can range from advice on the overall programme, need for legal advice, appointment of the design team as well as selection of the design team and contractor.

Process local authority consents

We can prepare and submit planning and building control applications, as well as advertising and other necessary consents.

Prepare tender documentation and description of works

Production of preliminaries, specification and description of works or bill of quantities necessary to allow a contractor to price for the works.

Contract administration during the works

Managing the exchange of information with the design team and contractor, chairing and minuting progress meetings and dealing with contractual issues and issuing instructions.

Process valuations and agree final account

Undertake regular site visits to process a contractor’s valuation claim. Agree the extent of the claim with the contractor and process a certificate for payment. On completion of the project agree the final account and process a certificate for payment equal to the amount agreed.

Undertake regular site inspections and prepare defects (snagging) lists

Attending site on a regular basis to monitor the progress of the works and track they are in line with the tender requirements. Provide a regular report to the client highlighting any defects found and track that these defects are rectified promptly.

Towards to end of the project and after the property has been offered up for inspection by the contractor, undertake a snagging inspection highlighting any further works required.

Issue certification

When we have assessed the works are practically complete, issue a completion certificate. If the works are not completed at the agreed time we will issue a non-completion certificate and this will run until the completion certificate is issued.

Monitor defects in rectifiable period

Towards the end of the defects rectification period, we will consult with the end user to collate a list of any defects that were raised during the rectification period and confirm if they have been dealt with. We will then undertake a final inspection and, should all defects be rectified, issue a certificate for making good defects.

Negotiate cost and agree the contract sum with the contractor, ironing out the differences and managing risk.

Variations

Provide cost advice to clients during construction on required changes and manage the process with the contractor through to agreement of a firm cost for the variation.

Valuations

Undertake inspections and agree fair and reasonable valuations with the contractor in accordance with the building contract.

Cost control and reporting

Provide regular project health reports to advise on key project risks, data on forecast cost changes, and anticipated project out turn cost.

Final account negotiation

Negotiate the final account with the contractor and offer advice to Clients on contractual positions and exposure.

Dispute avoidance and resolution

Assist the client and team in avoiding disputes and resolution of contractual issues, maintain communication with all parties and offering advice drawn from years of experience of contract claims.
